Muhammad Rikan Hadid al-Halbousi is the right man for his place as he plays an important role in Iraq in the coming period as he is the youngest speaker in the parliament in Iraq’s recent history .
al-Dulaimi was born on January 4, 1981 in Anbar Province. He is married and has a bachelor’s degree in civil engineering from Al-Mustansiriya University in 2001/2002, a master’s degree in engineering from Al-Mustansiriya University for the year 2006, and an OSHA certificate for occupational safety as well as a diploma in English from the Development Center at Al-Mustansiriya University, and an engineering arbitration certificate from the Federation of Arab Engineers.

Muhammad al-Halbousi participated in the sessions of the International Parliament Conference for the years 2014, 2015 and 2016, the Islamic Parliament Conference for the year 2016, the NDI Conference and workshops for community reconciliation and activating the role of youth and women in building society, and the conference and workshops to restore stability to liberated cities.

He is a member of the Iraqi Engineers Syndicate, and joined it since 2002, a member of the Iraqi Businessmen Union since 2012, and held the position of a member of the House of Representatives for the third session of 2014, a member of the Human Rights Committee in the Iraqi Parliament for the years 2014 and 2015, and a member of the Finance Committee in The Iraqi Council of Representatives 2015 and 2016, and Chairman of the Finance Committee in the Iraqi Council of Representatives 2016 and 2017, and served as Governor of Anbar for the years 2017 and 2018, and won a seat in the House of Representatives for its fourth session in 2018, and served as President of the Anbar Alliance (our identity).
