Nordic Monitor carried a message signed by a number of United Nations officials confirming that the Turkish government signed bilateral security cooperation agreements with multiple countries that were vaguely worded to allow the expulsion or kidnapping of Turkish citizens living abroad.


This message was signed by United Nations officials Luciano Hazan, Rapporteur of the Working Group on Enforced or Involuntary Disappearances, Philip Gonzales Morales, Special Rapporteur on the human rights of migrants, Fionwala N. Olain, Special Rapporteur on the promotion and protection of human rights and fundamental freedoms in the fight against terrorism, Nils Melzer, Special Rapporteur on torture and other cruel, inhuman or degrading treatment or punishment.

All of them sent a joint message to the Turkish government to express concern about "the systematic practice of kidnappings outside the state-sponsored country and the forced return of Turkish citizens from multiple countries to Turkey."
