The Cabinet, chaired by Mohammed bin Rashid, approves the framework of roles for ministries and federal entities in implementing the AI ​​Agentic project.



His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister and Ruler of Dubai, may God protect him, chaired the Cabinet meeting, in the presence of His Highness Sheikh Mansour bin Zayed Al Nahyan, Vice President, Deputy Prime Minister and Chief of the Presidential Court, His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Deputy Prime Minister and Minister of Defense, and His Highness Lieutenant General Sheikh Saif bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Interior.

His Highness Sheikh Mohammed bin Rashid Al Maktoum said: “Today I chaired a Cabinet meeting at Qasr Al Watan in Abu Dhabi. During the meeting, we discussed the National Transformation Strategy directed by my brother, His Highness the President of the State, to make the UAE government the first to adopt Agentic AI technologies in 50% of government services and operations. During the meeting today, we defined the general framework for the roles of ministries and federal entities in this national project.”

His Highness added: “During today’s meeting, we launched the largest training program of its kind at the level of the UAE government, by training 80,000 employees on assistive artificial intelligence technologies and tools, starting from ministers and executive officials to new employees in government structures in all ministries, institutions and government bodies. Today, we also approved the first package of transformative government service packages that will apply assistive artificial intelligence technologies, which include service packages for citizens, residents, the business sector and investors.”

His Highness said: “We have adopted the national policy to promote artificial intelligence in the health sector by building a national medical system using artificial intelligence, developing the digital health infrastructure, and training health personnel with new artificial intelligence skills. The journey of transformation towards the UAE Government 4.0 has begun. We have a national retreat to discuss the transformation strategy. My brother Sheikh Mansour will continue the transformation journey. The goal of the next transformation is for us to be the best government in the world in adopting Agentic AI technologies.”

The Cabinet approved the list of government services for the first phase of implementing the artificial intelligence assistance project within (4) main categories that included citizen services, resident services, business sector services, in addition to a number of public services for various categories of customers in the UAE. This list included the most prominent government services according to specific criteria for evaluating their priorities in terms of the number of transactions, their importance to individuals and investors, and technical and regulatory criteria. Work will be done during the first phase of the project to develop a number of services.

During the meeting, the Cabinet also adopted a national program to develop the skills and capabilities of federal government employees in the field of artificial intelligence (Agent AI). The program includes training 80,000 employees from various job categories in the federal government to become experts in the field of artificial intelligence through continuous specialized training, through cooperation with a number of leading national universities and technology companies specializing in this field.

The program targets (5) main job categories: the leadership category, the technical category, the specialist category, the general job category, in addition to the trainer training category.

A digital platform enhanced with AI-assisted tools will be developed to continuously build the capabilities of federal government employees, based on AI-assisted technologies, assess employee skills and suggest plans to build their capabilities personally according to their jobs and skills, in addition to continuously updating skills and content according to the rapid developments in the field of AI.

In the same context, the Cabinet adopted the framework of the roles of ministries and federal entities in the Artificial Assistive Intelligence (Agentic AI) project, in terms of forming the necessary government teams at the level of each entity, headed by His Excellency the Minister/Head of the Federal Entity and with the membership of the entity’s leaders related to government services, operations, digital transformation and artificial intelligence, in order to start implementing the new system to transform at least 50% of the sectors, services and operations of the ministry/entity into solutions based on artificial assistive intelligence systems and models, and setting the targets and measurement indicators necessary to evaluate the outputs of this transformation and the results achieved from it in order to ensure enhancing the efficiency of government work and raising productivity and quality of government work at the level of all sectors in the government.

On the other hand, the Cabinet adopted the national policy to promote artificial intelligence in the health field and prepare legislation in this field with the aim of building an integrated national health system that uses AI-assisted systems and models to improve the health of community members at all preventive, therapeutic, rehabilitative and operational levels, and to provide national cadres with the necessary skills and ensure the security of smart health services and the ethics of health services enhanced by AI-assisted, in a way that promotes innovation, research capacity and strengthens information systems in the field of smart health.

Clear provisions will also be put in place to regulate, develop, adopt, operate and use smart health applications and assistive artificial intelligence systems in the health sector, including health data governance, safety and quality standards, licensing and accreditation requirements, and defining the legal roles and responsibilities of all relevant parties, while ensuring the protection of the rights of patients and recipients of health services, promoting the responsible and safe use of smart technologies, in addition to ensuring coordination and integration between federal and local levels, which will enhance the country’s competitiveness and leadership in the field of smart health and assistive artificial intelligence at the regional and international levels.

The Cabinet approved the restructuring of the Digital Quality of Life Council, chaired by His Highness Lieutenant General Sheikh Saif bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Interior, with the membership of the Minister of State for Artificial Intelligence, Digital Economy and Remote Work Applications, the Chairman of the National Media Authority, the Chairman of the Digital Safety Council for Children, the Director General of the Telecommunications Regulatory Authority and Digital Government, the Chairman of the Cyber ​​Security Council, and a representative from the Ministry of Education, the Ministry of Culture, the Ministry of Community Empowerment, the Ministry of Justice, the Federal Youth Authority, and a number of other federal and local entities concerned with digital progress.

The Cabinet also approved adding the Minister of Community Empowerment and the Director General of Customs and Ports Security at the Federal Authority for Identity, Citizenship, Customs and Ports Security to the membership of the Supreme Committee for Supervising the National Strategy to Combat Money Laundering, Terrorist Financing and the Financing of the Proliferation of Weapons.

The Council reviewed the results of the Industrial Technology Transformation Program and the Industrial Technology Transformation Index for 2025, which are among the main pillars of the National Strategy for Industry and Advanced Technology, "Project 300 Billion," aimed at supporting the sustainability of the industrial sector in the UAE and enhancing its global competitiveness.

The Industrial Technology Transformation Program aims to enable industrial companies to adopt advanced technological solutions and artificial intelligence solutions in order to increase productivity and enhance technological readiness.

During the program, more than 620 industrial companies were assessed and a roadmap was developed for their technological transformation. A qualitative incentive package was launched to accelerate technological and smart transformation in the industrial sector, including financing advanced technology, linking to the National Content Program, launching the Industry 4.0 Enabling Centers initiative, which aims to build technical and technological capabilities and support manufacturers in all stages of adopting advanced technology, and launching the Future Factory Award within the “Made in the UAE” awards, which are concerned with honoring excellence and innovation in the industrial sector.

As part of the UAE’s efforts to adopt clean energy programs and systems, the Cabinet reviewed the results of implementing the National Electric Vehicle Policy for 2025, which aims to develop a roadmap to encourage electric vehicles at the national level, in cooperation with all partners at the federal and local levels, in addition to the private sector.

The policy contributed to the implementation of the unified tariff for electric charging stations, the qualification of the infrastructure for electric vehicles, and the increase in the number of public charging stations in the country from 360 stations in 2021 to 1,200 stations in 2025. These results were supported by the ongoing project to establish the national platform for electric vehicle charging stations, with the aim of facilitating the experience of using charging stations and raising their operational efficiency at the state level.

In the healthcare sector and within the initiatives of the UAE Genome Program, the Cabinet reviewed the results of the application of genetic testing for those about to get married during 2025, which aims to promote health awareness, prevent genetic diseases, reduce treatment and healthcare costs, and improve quality of life. About 4,000 couples underwent testing, and the positive cases, which reached a rate of 3.5% of cases, were dealt with, which contributed to reducing the repercussions of these cases and maintaining the safety and stability of families in the country in accordance with the best health practices and programs.

During the meeting, the Cabinet also reviewed the 2025 work reports of a number of federal councils and committees, including the work reports of the Board of Directors of the Telecommunications Regulatory Authority and Digital Government, the Board of Directors of the Federal Center for Geographic Information, the Labor Market Coordination Council, and a number of other federal councils and committees, in addition to the results of the UAE’s participation in the 2026 Spring Meetings of the World Bank Group and the International Monetary Fund in the United States of America.

He reviewed the recommendations of the Federal National Council regarding a number of government policies, including “the government’s policy on the quality of life of the teaching staff and its impact on the outputs of the educational process,” “the government’s policy on supporting cultural heritage and promoting national identity,” and “the government’s policy on regulating and developing legal professions in the country.” The final account of the Emirates Real Estate Corporation for the fiscal year ending 31/12/2025 was also approved.

In international affairs, the Cabinet approved the signing of an agreement between the UAE government and the government of the Republic of Kazakhstan on trade in services and investment, the signing of a memorandum of understanding between the Anwar Gargash Diplomatic Academy and the Ministry of Foreign Affairs of the Republic of Panama on academic cooperation, the signing of a memorandum of understanding between the National Media Authority and the Seychelles News Agency on news exchange and cooperation, in addition to the signing of a memorandum of understanding between the Central Bank of the UAE and the Central Bank of the Republic of Kosovo, the signing of a memorandum of understanding between the Ministry of Family and the Republic of Serbia on institutional cooperation and building a practical and flexible cooperation framework in areas of common interest, the negotiation of an agreement between the UAE government and the Principality of Monaco on the encouragement and reciprocal protection of investments, the signing of a memorandum of understanding between the Ministry of Foreign Trade and the Federal Ministry for Economic Affairs, Energy and Tourism of the Republic of Austria on establishing a high-level economic dialogue platform, the signing of a memorandum of understanding between the National Center of Meteorology and the Meteorological Services of the Kingdom of Tonga on cooperation in the field of meteorology and geophysics, and a number of international agreements and memoranda of understanding in various fields of international cooperation.

The Cabinet also approved the State’s hosting of a number of international conferences and events, including hosting the Fourth World Congress of University Research and the Congress of the World Society for Photogrammetry and Remote Sensing, in addition to reviewing the results of the State’s hosting of a number of conferences and events that were organized during 2025.
